Currently I am getting fairly descent frame rates with 圎nviro 1.13.

As I mentioned there are many factors that play in for fps. So rest of system should have little to say unless you're bottlenecking there - hardware wise or task wise. My recommendation is that you wait for version 1.10 to be released before you buy it 1.09 is broken in many ways, meaning you'll have to use an older version (best one is probably 1.06), and you might as well use FSE that you can download for free. As an 圎 owner, I can't recommend it right now. I really appreciate demo versions now that I fly in VR - you never know how things are going to go in VR and things that look good on monitor might look bad once in VR - for 圎nviro I think some people find that some effects show up as too visibly 2D and that worries me a bit 
The new servers are more reliable than the old ones, so crashes due to 圎nviro should be less. IF YOU DO NOT UPDATE, XENVIRO WILL EVENTUALLY CEASE TO WORK AS THE OLD SERVERS WILL BE TAKEN OFFLINE.
